Did you change the jets? If so, the carbs may be too big for that motor..

What sized carbs did you put on it? What pilot jets are in them? What size were in the original carbs?

If it runs with the choke on, you are too lean. Turn your airscrews (small brass flathead screws on the side of the carbs) in all the way and see if it runs. You probably need a bigger pilot jet, and I don't really know if those 38 mm carbs will ever work right. The sled is supposed to have 34mm carbs.

Start with at least the 35 jet and see how the plugs look at various speeds, change jets +/- accordingly to get correct electrode coloring at all speeds.

Technically speaking he is correct. The main jets are not in the circuit at idle unless your slides or needles are adjusted incorrectly. At Idle it runs on the idle circuit. So if it is lean at idle I would start by cleaning carbs. Will it run off idle? Other thing that can F**K you up is a crank seal failure. If you have a bad seal it won't idle for shit. With it running spray WD-40 @ seals if it revs up you have a bad seal.

I'm pretty sure that the pilot jet is the idle, and the very bottom of throttling up. When my pilots were lean, it idled ok if I got the slides perfect, but I got a nasty lean bog as soon as the throttle moved.

Pilot jets are idle to 1/4 throttle.

There is no reason why you can't make the 38 mm carbs work on the 400 motor. The old 340 TXL's had 38's on it.

yes the 340's ran 38 mm carbs, but if i remember right they had a little more porting work in their stock configuration to run the bigger carbs than the 400 does. to run the bigger carbs on the 400, i would think you would have to run way smaller jets in them on mains and pilots. just have to start fat and watch the plug color and go down from there.
