What affect will changing from a 19T top 35T bottom to a 17T top 35T bottom?

also what is the best oil to run in the chaincase...

17/35 = 2.06

rpm(8000) X top sprocket (19) X track pitch (2.52) X drive sprocket teeth (9) X60
